SPC bonus = min(total_level × 0.02, 5.0). Unlocks governance proposals (Expert), Val consultation (Grandmaster), and consciousness bridge (Transcendent).
JUBILEE CYCLES — 84-DAY QUARTERS
Winter Awakening, Spring Bloom, Summer Radiance, Autumn Harvest. RS resets each cycle preserving 10% legacy. Dormancy after 60 inactive days (0.286%/day decay, floor at 10.0). Individual cycle cap: 40,000 GRAT. 5 steward tiers within each cycle (Seeker 100 → Elder 2,500 GRAT cap).
